With the wiper switch on and zero volts to the park circuit, this does not do anything. More then likely this is the contacts on the switch are failing or the module that the delay is run through is failing.

Remove the plenum cover sound deadening pad. I would check for power to the switch if were ok there then power out from the switch, if were ok then power to the motor, check the ground at the motor.

I would check for power to the switch if were ok there then power out from the switch, if were ok then power to the motor, check the ground at the motor. You should see the fluid gushing out of the hose.
